<strong>Job Summary<br><br></strong>The City is a participating agency of the California Public Employees' Retirement System (CalPERS) with a 2.7%@55 retirement formula. Employees are required to reimburse the City for the cost of the enhanced retirement formula, with the reimbursement being 6.67% of the employee's PERSable compensation. The City pays the employee contribution to PERS(8%). In addition, the City participates in the Medicare portion of FICA only, and therefore there is no deduction made for social security.<br><br><strong>JOB SUMMARY</strong>: Supervises the daily collection of city solid waste and recyclable materials, cleaning and street sweeping and materials recovery and transfer operations.<br><br>Representative Duties<br><br>Supervises, coordinates, trains and schedules employees assigned in the daily collection of solid waste and recyclable materials, in the recovery and transfer of waste and recyclable materials and in cleaning and street sweeping operations.<br><br>Plans, schedules, assigns, and monitors collection routes/workloads, breaks and lunch hours; monitors sick leave and overtime usage; schedules and approves overtime and vacation requests; and, prepares related reports.<br><br>Evaluates employees' work and prepares performance evaluations in a timely basis. Responsible for disciplining employees, up to and including, the recommendation to terminate employment.<br><br>Trains new employees in rules and regulations, policies, standard operating and radio communication procedures, and the various types of collection, street sweeping, and to transfer equipment.<br><br>Enters and monitors time keeping entries/data for employees.<br><br>Investigates and responds to public inquiries and complaints regarding integrated solid waste collections, cleaning and street sweeping, recovery and transfer of materials, and any other related matters, both orally and in writing.<br><br>Prepares budget requests and recommendations, and monitors overtime expenditures, as required.<br><br>Develops and verifies collection routes and maps.<br><br>Initiates equipment repairs, and reassigns equipment where required.<br><br>Investigates and prepares injury, accident, property damage and other incident reports.<br><br>Inspects the condition of alleys and streets after integrated solid waste collections, and verifies that crews have completed their routes.<br><br>Issues citations related to refuse code violations.<br><br>Verifies that customer solid waste services match Utility Billing System accounts.<br><br>Reviews solid waste enclosures and plans to ensure that the enclosures are designed to facilitate safe and effective collection operations.<br><br>Performs related duties, as assigned.<br><br><strong>Requirements<br><br></strong><strong>Knowledge, Abilities and Skills:<br><br></strong><strong>Knowledge Of<br><br></strong>City streets and alleys.<br><br>The Municipal Code, City ordinance, and local, state and federal regulations regarding solid waste collection, cleaning and street sweeping, materials recovery and transfer of waste and materials.<br><br>Basic mathematics computations.<br><br>Effective customer service techniques.<br><br>Supervisory principles and practices.<br><br><strong>Ability To<br><br></strong>Effectively plan, organize, and coordinate the work of staff and multiple projects.<br><br>Develop and work with staff members using a team-oriented approach.<br><br>Select, supervise, motivate train and communicate effectively with staff.<br><br>Conduct research, analyze information, and make recommendations for operational improavements.<br><br>Prepare analytical reports, graphs, and business correspondence.<br><br>Interpret and apply policies, laws, and regulations and contract compliance requirements.<br><br>Utilize effective customer service and feedback mechanisms.<br><br>Communicate effectively both orally and in writing.<br><br>Represent the Division at various meetings.<br><br>Speak publicly to explain Integrated Solid Waste operations.<br><br>Make simple mechanical repairs.<br><br>Provide effective customer service.<br><br>Establish and maintain effective and cooperative working relationships with City Departments, employees and the public.<br><br><strong>Skill In<br><br></strong>Dealing effectively with individuals of various social, cultural, economic and educational backgrounds using tact and discretion.<br><br>The use of a personal computer and applicable software applications.<br><br>Reading, writing and communicating at an appropriate level.<br><br><strong>Education, Training And Experience<br><br></strong>Graduation from high school or the equivalent. Four years of recent, paid, work experience in refuse collection, environmental related programs, or a related integrated programs, or a related integrated solid waste field.<br><br>At least three years of the recent, paid work experience must include supervising and/or leading and coordinating the work of others or successful completion of the City of Santa Monica's Pre-Supervisory Academy and two years of leading and coordinating the work of others at the time of application.<br><br><strong>Licenses And Certificates<br><br></strong>Possession of a valid class C driver license.
