About the position

This position is located at the U.S. Army Rock Island Arsenal, Joint Manufacturing & Technology Center in Rock Island, IL. The Attorney-Adviser will provide legal advice and assistance on the formation, negotiation, administration, and termination of contracts that may involve unique, complex, or unprecedented legal issues. Additionally, the Attorney-Adviser will provide legal interpretation to headquarters and field personnel regarding a wide range of Federal fraud statutes, and render legal advice in all areas of federal employee labor relations, personnel law, and Equal Employment Opportunity (EEO). The incumbent will prepare and issue written ethics opinions to current and former Department of Defense (DOD) employees regarding standards of ethical conduct, including matters related to conflicts of interest. The role also involves independently investigating facts, researching legal precedents, defining legal and factual issues, drafting necessary documents, and developing conclusions and recommendations. This position may require the incumbent to submit a Public Financial Disclosure Report or a Confidential Financial Disclosure Report upon entry and annually thereafter, in accordance with Department of Defense Directive 5500-7-R.

Responsibilities

  • Provide legal advice and assistance on formation, negotiation, administration, and termination of contracts.
  • Advise on the interpretation of laws and regulations applicable to various procurements.
  • Render opinions on legal propriety and sufficiency of proposed courses of action.
  • Advise on alternatives regarding legal issues.
  • Provide legal interpretation of Federal fraud statutes to headquarters and field personnel.
  • Render legal advice in areas of federal employee labor relations, personnel law, and EEO.
  • Prepare and issue written ethics opinions to current and former DOD employees.
  • Independently investigate facts and research legal precedents.
  • Define legal and factual issues, draft necessary documents, and develop conclusions and recommendations.

Requirements

  • First professional law degree (LL.B. or J.D.) from an ABA-accredited law school.
  • Active membership in good standing of the bar of a State, territory, the District of Columbia, or the Commonwealth of Puerto Rico.
  • GS-11: One year of professional legal experience after admission to the bar.
  • GS-12: Two years of professional legal experience after admission to the bar commensurate with the duties of the position.
  • Ability to obtain and maintain a Secret security clearance for the duration of employment.
