Description
Under general supervision, performs routine and technical work at the public counter of the Development Department; answers inquiries related to codes and regulations for building construction, remodeling and repair; assists with preliminary review of plans and specifications; reviews and processes applications, issues permits, and calculates and collects fees; and performs related duties as assigned.

ESSENTIAL FUNCTIONS
- Processes forms, applications and plans necessary for approval and issuance of permits and licenses. Works cooperatively with developers, property owners, contractors, architects or their representatives to resolve questions regarding plan check, construction inspection, permit fees or permit issuance within the scope of counter assignments.
- Provides a variety of information in person or on the telephone regarding City ordinances, municipal codes, building codes and regulations.
- Provides assistance with plan pick up and corrections and plan check approvals with other City departments. Refers plans to building and plan check personnel as needed.
- Files permits and plans, makes photocopies and other copies as appropriate for permanent files; maintains records and prepares reports. Uses computer and related equipment for storage and retrieval of pertinent records.
- Verifies legal descriptions, parcel numbers and addresses; researches the history of properties and dwellings.
- Reconstructs and maintains related files.
- Prepares certificates of occupancy and other related forms as guided.
- Performs routine plan checks for small projects, such as room additions, garage conversions, etc.Answers inquiries and complaints from contractors, architects and the public related to regulations for building and housing construction remodeling and repair, including structural, plumbing, mechanical, electrical and zoning matters and California Title 24 requirements; provides information on departmental policies and functions; handles the more routine inquiries, referring difficult problems to the supervisor.
- Performs related duties as requested.
Typical Qualifications
Knowledge of:
Cooperative and well-organized approaches to serving several customers at any given time; effective interpersonal relations and verbal communication techniques; efficient use of computers and word processing applications including Microsoft Word, Excel, and Access; fundamentals of standard business arithmetic and proficient use of a calculator or adding machine; principles and practices of proper record keeping.
Ability to:
- Provide efficient and effective customer service in an extremely demanding work setting;
- exercise tact and diplomacy in dealing with a variety of customers including property owners, contractors, architects, co-workers and supervisors;
- Operate and understand computers, word processing software, and office equipment in performance of the duties of this position;
- Plan and organize work in a productive manner; comply with oral and written directions; learn the field of housing and building inspection through counter and field work involving permit processing, answering inquiries and making simple inspections;
- Learn basic housing constructions methods and terminology, basic symbols and conventions found in construction plans;
- Make arithmetic computations to determine fees due the City; collect fees and balance cash received; use sound judgment in decision making processes regarding a variety of job related queries and problems;
- Follow established procedures and proper techniques to read and examine complex building and housing blueprints, plans, specifications, codes and ordinances; track and complete multiple tasks while maintaining focus.
EXPERIENCE/EDUCATION:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Two years of work experience in a customer oriented position; or knowledge of interpreting building codes; or experience in reviewing construction plans.
- Valid California driver's license with a good driving record at time of appointment
CERTIFICATION: - International Code Council Certification as a Permit Technician (2012 or 2015)
Must pass ICC Permit Technician Certification test within one year of hire date. Continued employment will be contingent upon certification.
A one year probationary period is a prerequisite to this position. Requires knowledge of correct English usage, spelling, vocabulary and arithmetic; principles of public relations; clerical and general office practices, procedures, personal computer and programs and equipment; building department practices, local government operation and structures; and use of engineering and architectural scales.
PROBATIONARY PERIOD: Employees in this classification serve a probationary period of one (1) year.
EMPLOYEE LEAVE: The City offers a generous Vacation and Sick leave program, plus 10 annual holidays and one (1) floating holiday. Employees accrue 80 hours per year of sick leave; employees accrue 80 hours of vacation leave for the first five years; after five years, employees accrue additional vacation leave based on years of service..
BACHELOR DEGREE PROGRAM: The City of Desert Hot Springs participates in the Civic Scholars Program and offers its full-time employees the opportunity to earn a bachelor's degree at no cost to the employee. Civic Scholars is an employer sponsored college pathway for the employees of Desert Hot Springs that is fully online and self-paced. Built to be mobile friendly, it allows the working adult to start or complete their bachelor's degree from a regionally accredited, non-profit university with no disruption to their work life balance. RETIREMENT: The City participates in the Social Security system and all employees are covered by the Public Employees Retirement System (PERS). Employees pay the Member's contribution depending on their prior PERS eligibility. Membership is mandatory. The retirement formula for new employees is 2% at 60, or 2% at 62, depending on prior PERS eligibility, with highest three-year compensation average.
INSURANCE: The City contributes a maximum amount per month towards the cost of medical, dental and vision coverage available to employees and dependents; life insurance is paid by the City.
DEFERRED COMPENSATION PLAN: Available for interested employees, offered through ICMA.
