General Statement

The Assessment Manager, under limited supervision, provides supervision over the planning, organizing and coordinating of the assessment administration division of the Tax Administrator's office. This position assists the Deputy Tax Administrator in developing, formulating and implementing department policies. The manages overall role is to communicate organizational needs, oversee employees' performance, provide guidance and support, identify development needs, and manage the reciprocal relationship between staff and the organization so that each is successful. Employee must also exercise tact, courtesy and firmness in frequent contact with taxpayers and the general public.

Essential Functions

 

Establishes goals, objectives, policies, and procedures for all tasks; identifies needs, manages resources, and monitors the process of all work within Assessment. 


Develops procedures, documents work processes, establishes timelines, assigns tasks, and monitors workload and productivity to meet deadlines set forth by the Deputy Tax Administrator.


Performs all tasks associated with monthly, yearly, and special billing.


Completes all essential state and county reports on an annual basis including AV-50, TR1, Department of Insurance, top taxpayer list, and others as required.


Guides all efforts to identify, list, and maintain property records through GIS and land records transfer.


Leads efforts to guarantee statutory compliance in evaluating applications and review of all exemptions, exclusions, present use deferments, and other tax relief programs.

Coordinates the workflow between Tax Relief, Real Estate Appraisal, GIS Mapping, and Land Records departments.


Provides feedback to staff on production and performance to ensure accuracy and deadlines are being met.  


Defends county values/decisions before the Board of Equalization and Review.


Assists taxpayers and outside agencies, with land records questions, complaints, and requests; refers to the General Statutes of the Machinery Act to provide answers to taxpayers as necessary.


Reviews and approves timecards; and conducts and reviews employee performance evaluations


Processes all tax bill corrections and rollbacks for real property. 


Generates rollback estimates for attorneys and taxpayers.


Maintains documentation to ensure staff achieves appropriate certification and attends classes for continuing education. Organizes and monitors training of new employees.


Provides the opportunity for growth of all staff by mentoring, teaching, and fostering career development.


Performs other related duties as assigned. 

 

Qualifications

 

MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor’s Degree from an accredited university and six (6) years of experience performing real or personal property appraisal work, including a minimum of two (2) years of supervisory experience; or equivalent combination of education and experience.  


Licenses or Certifications:

NCDOR Certified County Real/Personal Property Appraiser II or equivalent certification from a recognized appraisal organization.


Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy. 




PREFERRED QUALIFICATIONS

Education and Experience:

Bachelor’s Degree from an accredited university and 8 years of experience, including three (3) to five (5) years of supervisory experience.


Licenses or Certifications:

NCDOR Certified Appraiser Level III or IAAO Designations RES, PPS, AAS, or CAE or an equivalent certification from a recognized appraisal organization. 


Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

PHYSICAL DEMANDS

Must be physically able to operate a motor vehicle and a variety of automated office machines including calculator, typewriter, computer, printer, microfilm reader and printer, etc. Must be physically able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Must be able to lift and/or carry weights of ten to twenty pounds.


WORK ENVIRONMENT

Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
